Under supervision, the incumbent will plan and coordinate disability, special needs and behavioral and mental health services in accordance with the policies, procedures and philosophy of MAAC’s Child Development Program and in compliance with the Head Start/Early Head Start Performance Standards and State regulations. The incumbent is responsible for ensuring that disabilities program services are provided to families with children with emotional and developmental needs. This includes the supervision of assigned developmental support services staff. The incumbent will also ensure compliance with all MAAC policies, procedures and governing regulations (i.e. Head Start Performance Standards, California Community Care Licensing Division mandates etc). 

ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.
  • Develops and provides training and technical assistance to staff and parents around inclusion, including techniques and maintaining a least restrictive environment; provides observations and recommendations for children with special needs, and prosocial development.
  • Works with teachers and families to address areas of developmental concern, consults with the school district regarding referrals and identifies additional resources for children that do not qualify for special education services.
  • Coordinates agency efforts with local education agencies (LEA) and other community resources to assist families with transitions to other services such as therapy, and/or special education services/settings.
  • Provides case management, schedules site, home, and community visits according to behavior and mental health referrals.
  • Develops a cooperative relationship with admin and center staff members. This includes, but is not limited to, coordinating with Early Childhood Education Managers/coordinators, Center Directors to meet and plan to coordinate activities for enrolled children to provide for correct observation of their special needs, behavior or mental health needs and teachers to work on modified activities as identified.
  • Monitors programs to provide any necessary modifications to the environment for IFSP/IEP’s, varied formats for instruction and individualized accommodations and supports as necessary to support the full participation of children with identified and unidentified special needs.
  • Assists in the planning, organizing, supervision and evaluation of program activities of assigned area; works with assigned and subordinate staff and develops, implements, and monitors service area and work plans to achieve assigned goals, objectives, and educational outcomes.  
  • Contributes to development of and monitoring of performance against the available resources; participates in developing, implementing, and evaluating work programs, plans, processes, systems, and procedures to achieve MAAC and Head Start goals, objectives, and performance measures consistent with division quality and service expectations.    
  • Plans and evaluates the performance of assigned staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; recognizes staff for excellent work performance, administers progressive disciplinary action to address performance deficiencies in accordance with MAAC’s policies and procedures, applicable Head Start Performance Standards, state regulations and labor contract provisions.    
  • Provides day-to-day leadership and works with staff to ensure a high performance, child and family-centered environment which supports achieving Head Start educational objectives and family service expectations; provides leadership and participates in programs and activities that promote effective parent involvement and a positive employee relations environment.     
  • Participates and attends meetings, trainings and conferences as assigned.   
  • Assists other involved staff and/or volunteers as needed.    
  • Provides oversight to any contracted partnering staff including mental health consultants, outside therapy providers and interns/volunteers, ensuring Head Start Performance Standards and MAAC’s policies and procedures are being met.    
  • Recommends purchases of instructional materials and teaching aids designed to assist staff with making adaptations and modifications as needed for full inclusion and children with behavior management challenges as authorized in the program budget.    
  • Performs related duties as assigned.       
QUALIFICATIONS AND SKILLS
                  Knowledge of:
  • Principles and practices of collaboration and inclusion to help strengthen existing relationships to ensure that children achieve desired outcomes
  • Principles and practices of developmentally appropriate schedules, lesson plans, and experiences that can be adapted by staff and families to support all children, especially those suspected of or diagnosed with disabilities
  • Leadership strategies and processes that support inclusion, such as professional and interagency collaboration, systems change, support for staff and families as advocates for children with disabilities.   
  • Individualization strategies in early care and education for children with disabilities to support instruction for children who have suspected or identified disabilities, including social and emotional delays and traumatic backgrounds.
  • Record-keeping practices and database management systems (i.e. ChildPlus,) in accordance with federal and state regulations
  • Special education and mental health services and resources in San Diego County for children and families
                  Ability to:
  • Analyze, and interpret periodicals, professional journals, technical procedures, and government regulations in fields relevant to position

  • Use Microsoft applications (i.e. Word, Excel, Outlook, PowerPoint, Abila etc.) and other standard business software; operate a computer, calculator and other standard office equipment
  • Establish and maintain effective working relationships with all levels of management, employees, funding source representatives and other individuals encountered in the course of work
  • Organize, set priorities, take initiative, and exercise independent judgment within areas of responsibility; perform duties that require high attention to detail and application of rules and specific procedural requirements
  • Advocates for and secures community services and resources by maintaining constructive communication with a range of organizations and community service professionals.     
  • Meets federal, state, and program documentation requirements by maintaining accurate, objective, complete, timely, and well-organized child and family records.  
  • Engages families as full partners in their own and their children’s development and learning by helping families develop and reach realistic and achievable long- and short-term goals, engaging them in assessing their needs and strengths.

EDUCATION/EXPERIENCE/CERTIFICATION

    • Baccalaureate degree in Child Development, Special Education, Mental Health Services or a related field
    • At least 3 years of classroom experience with children 0-5 years old; experience working with State and Federal regulated Child Development Programs is highly desirable
    • Endorsement or Certification as an Early Childhood Mental Health Consultant/Practitioner is highly desirable
    • Behavior Management and work with children with Exceptional Needs is highly desirable
    • Demonstrated proficiency in Microsoft Office Suite including Word, Excel, Outlook, Power Point and databases such as ChildPlus
    • Bilingual (English/Spanish) speaking, reading, and writing is highly desirable.

HEALTH STATUS

Must have a physical examination, TB clearance and a drug screen by a doctor/clinic designated by MAAC as well as immunization records for influenza*, pertussis and measles as required by state and federal regulations prior to the first day of employment.

Mental Demands

BACKGROUND CLEARANCE

All positions are subject to a background/education check, DMV check, NSOR, exclusion and debarment checks prior to hire and periodically throughout employment as required by various funding sources.

TRANSPORTATION

Must have and maintain a valid California Driver’s License, daily use of a personal, insured vehicle, and have and maintain a motor vehicle driving record acceptable to MAAC’s insurance carrier. Incumbents will be enrolled in the California DMV Pull Program.
